Building Opportunities for Our Kids Act - Amends the Elementary and Secondary Education Act of 1965 to provide additional funds for the purchase of textbooks for eligible schools under the schoolwide program of part A (Improving Basic Programs Operated by Local Educational Agencies) of title I (Improving the Academic Achievement of the Disadvantaged).

Directs the Secretary of Education to establish a Textbook Recycling Program to facilitate the donation of textbooks by any local educational agency (LEA) to any other LEA for use by such schools.

Directs the Comptroller General to assess the condition of textbooks used in public elementary and secondary schools.
