Equal Access to Social Security Act of 2006 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to provide for entitlement to dependents' and survivors' benefits under the OASDI program based on permanent partnership as well as marriage.

Provides for: (1) determination of permanent partner status; and (2) lump sum death payments for surviving permanent partners.
