Rural Health Care Capital Access Act of 2006 - Amends the National Housing Act to extend from July 31, 2006, to July 31, 2011, the exemption respecting required patient days used for specified care categories for critical access hospitals under the Federal Housing Administration (FHA) hospital mortgage insurance program.
