Infant and Toddler Durable Product Safety Act - Instructs the Consumer Product Safety Commission (CPSC) to: (1) promulgate a consumer product safety standard for durable infant or toddler products; and (2) establish an Infant and Toddler Product Review Panel to advise the CPSC on guidelines and standards for such products.

Amends the Consumer Product Safety Act to declare the limitation on maximum civil penalties inapplicable to this Act.
