Setting Priorities in Spending Act of 2005 - Repeals provisions of the Elementary and Secondary Education Act of 1965 for: (1) ready-to-learn television; (2) the Star Schools Act; (3) Ready to Teach; (4) the Foreign Language Assistance Act of 2001; (5) community technology centers; (6) educational, cultural, apprenticeship, and exchange programs for Alaska Natives, Native Hawaiians, and their historical whaling and trading partners in Massachusetts; (7) arts in education; (8) parental assistance and local family information centers; and (9) the Women's Educational Equity Act of 2001.

Repeals the Early Learning Opportunities Act.

Repeals provisions of the Carl D. Perkins Vocational and Technical Education Act of 1998 for: (1) occupational and employment information; and (2) Tech-Prep demonstration.

Repeals provisions of the Higher Education Amendments of 1998 for state grants for incarcerated youth.

Prohibits the Secretary of Education from obligating any funds to carry out provisions of the National Literacy Act of 1991 for literacy for prisoners.
