Refinery Streamlined Permitting Act of 2005 - Instructs the Secretary of Energy to offer assistance to enable states to assign responsibilities delegated to them regarding construction or expansion of a petroleum refining facility in a coordinated and expeditious manner.

Requires all federal and state agencies, to which permitting responsibilities for petroleum refining facilities have been delegated, to enter into a memorandum of understanding about facility construction or expansion.

Requires an agency to: (1) prepare and submit a Statement of Energy Effects to the Administrator of the Office of Information and Regulatory Affairs, Office of Management and Budget, for each proposed significant energy action; and (2) publish such Statement, or a summary of it, in each related Notice of Proposed Rulemaking and in any resulting Final Rule.
