Displaced Student Relief Act - Directs the Secretary of Education to make grants to local educational agencies in FY2005-FY2006 to facilitate the enrollment, attendance, and success in public elementary and secondary schools of students displaced by Hurricane Katrina. Limits such grants to a maximum of $8,305 per student.

Deems such students eligible for free lunches under the Richard B. Russell National School Lunch Act.
