Stronger Families Act - Amends part E (Foster Care and Adoption Assistance) of title IV of the Social Security Act to replace general requirements for interstate adoption compact assistance with a program of permanency incentive payments to states with increased rates of foster child and older child adoptions, as well as guardianship, especially older child guardianship, placement.
