Prohibits any U.S. department, agency, or instrumentality from denying a request by an eligible applicant for entry of U.S.-origin defense articles into a bonded warehouse or foreign-trade zone if such articles are: (1) being imported from a country or area that is not a proscribed country or area; (2) subject to Department of State retransfer approval and a request for such retransfer has been submitted; and (3) being imported for official Federal, State, or local end use, or subsequent Department-approved export.
