Calls upon the President to: (1) appeal to all sides in the current Middle East crisis for an immediate cessation of violence; (2) commit U.S. diplomats to multiparty negotiations with no preconditions; and (3) send a high-level diplomatic mission to the region to facilitate such negotiations.

Urges such negotiations to begin as soon as possible, including delegations from the governments of Israel, the Palestinian Authority (PA), Lebanon, Iran, Syria, Jordan, and Egypt.

Supports an international peacekeeping mission to southern Lebanon to prevent cross-border skirmishes during such negotiations.
