Health Care That Works for All Americans Act of 2003

Requires the Working Group to make a report available to the general public which shall be entitled, "The Health Report to the American People."
Directs the Working Group to: (1) initiate health care community meetings throughout the United States; and (2) submit to Congress final recommendations, including any proposed legislative language to implement such recommendations.
Permits certain congressional committees to draft legislative language based on the recommendations of the Working Group if the Working Group does not draft such language. Allows the President to submit legislative language to Congress based on the recommendations of the Working Group. Sets forth procedures for consideration by Congress of legislative language proposed under this Act.
