Amends the 21st Century Department of Justice Appropriations Authorization Act to extend through July 1, 2006, the authority of the U.S. District Court for the Southern District of Iowa to hold court in Rock Island, Illinois, with regard to cases filed in specified districts and with the consent of the parties, and to summon jurors from the Southern District of Iowa to hear such cases.

Amends the Federal judicial code to require the holding of court for the Northern District of Mississippi, Delta Division, at Cleveland, Mississippi, in addition to Clarksdale.

Authorizes the holding of court for the Western District of Arkansas, Texarkana Division, and for the Eastern District of Texas, Texarkana Division, anywhere within the Federal courthouse in Texarkana located on the State line between Texas and Arkansas.

Adds Plattsburgh, New York, to the list of places for holding court in the Northern District of New York.

Adds Colorado Springs, Colorado, to the list of places for holding court in the District of Colorado.
