Amends the Departments of Commerce, Justice, and State, the Judiciary, and Related Agencies Appropriations Act, 2000 to authorize appropriations for FY 2004 through 2008 to: (1) the States of Alaska, Washington, Oregon, California, and Idaho for salmon habitat restoration, salmon stock enhancement, and salmon research, including the construction of salmon research and related facilities; and (2) the Pacific Coastal tribes and the Columbia River tribes for salmon habitat restoration, salmon stock enhancement, salmon research, and supplementation activities.
