Declares that the steel import licensing and monitoring program established by the Secretaries of the Treasury and of Commerce shall remain in effect and be established by the Secretary of Commerce as a permanent program.

Requires the Secretaries to expand the program to include specified iron and steel, and articles of iron and steel.

Requires release of the import and licensing data made available to the public as part of this program, based upon classifications at the tenth digit level of the Harmonized Schedule of the United States.

Grants the Secretaries authority to maintain the program and to expand it as necessary and appropriate in accordance with this Act.
