Summer Operations and Services (SOS) Relief and Reform Act - Amends the Immigration and Nationality Act to exempt from the FY 2004 numerical limitation applicable to H-2B (temporary nonagricultural workers) nonimmigrant visas any alien admitted to the United States on an H-2B visa within the prior two years.

Authorizes the Secretary of Homeland Security to delegate to the Secretary of Labor any authority to investigate fraud or misrepresentation on the part of an alien or employer in connection with H-2B visas.
