Amends the Economic Growth and Tax Relief Reconciliation Act of 2001 to render its expiration date inapplicable to subtitles A through C of title IV (Affordable Education Provisions) of that Act.

Amends the Internal Revenue Code to make permanent the income tax deduction for certain expenses of elementary and secondary school teachers.
