LIHEAP Emergency Reform Act - Amends the Low-Income Home Energy Assistance Act of 1981 to authorize the Governor of a State to apply to the Secretary of Health and Human Services for certification of an emergency in that State and for an allotment of certain appropriated amounts.

Directs the Secretary to adopt prescribed procedures for equitable consideration of such applications.
