PATRIOT Oversight Restoration Act of 2003 - Modifies the sunset provisions of the USA PATRIOT Act to provide that provisions concerning the following (with exceptions) will cease to be effective on December 31, 2005: (1) the disclosure of grand jury information to foreign officials; (2) the scope of subpoenas for records of electronic communications; (3) notification of search warrants; (4) pen register or trap and trace orders; (5) single-jurisdiction search warrants; (6) the Government's authority to declare certain persons inadmissible to the United States; (7) the Attorney General's authority to certify that an alien is engaged in activity that endangers national security and to take such alien into custody; (8) law enforcement authority to access telephone, bank, and credit records through the issuance of National Security Letters; (9) privacy protections for educational records and surveys; (10) the definition of "domestic terrorism"; (11) the Government's civil forfeiture authority to go after assets of terrorist organizations; and (12) the definition of "electronic surveillance."
