Daniel Patrick Moynihan Global Affairs Institute Act - Authorizes the Secretary of Education to award a grant to Syracuse University to establish an endowment fund to support a Daniel Patrick Moynihan Global Affairs Institute.

Requires the University, to be eligible for such grant, to designate the global affairs institute within the Maxwell School of Citizenship and Public Affairs as the Daniel Patrick Moynihan Global Affairs Institute.
