Emergency Protection for Iraqi Cultural Antiquities Act of 2003 - Authorizes the President to exercise his authority under the Convention on Cultural Property Implementation Act to implement emergency import restrictions with respect to any archaeological or ethnological material of Iraq as if Iraq were a State Party under that Act (but makes certain limitations under that Act inapplicable, including that the State Party must have requested the President to act). Terminates such authority upon the earlier of one year after the President certifies to Congress that the normalization of relations between the United States and the Iraqi Government has been established or September 30, 2004.
