Directs the Comptroller General to study and report to the Secretary of Education and the appropriate congressional committees on proposed changes to the tables used in the Federal Needs Analysis Methodology to determine a student's expected family contribution for the award year 2004-2005 under general provisions for student assistance of the Higher Education Act of 1965 (HEA). Requires such study to examine the impact of such changes on students to ensure that they are not adversely affected.

Amends HEA to direct the Secretary to consult with the Advisory Committee on Student Financial Assistance before publishing any notice or promulgating any regulation with respect to updated tables to be used in such needs analysis.
