Full Funding for IDEA Now Act of 2003 - Amends the Individuals with Disabilities Education Act (IDEA) to specify a mandatory minimum level of Federal grant payments to States for assistance for education of all children with disabilities.

Sets such level at 40 percent of the average current per-pupil expenditure in public and secondary schools in the United States multiplied by the number of children with disabilities in the State who are receiving special education and related services: (1) aged three through five if the State is eligible for an IDEA preschool grant; and (2) aged six through 21.
