21st Century Access to Banking Act - Amends Federal law regarding customer identification verification by financial institutions to declare that a matricula consular (a water-sealed photo identification card issued by the Government of Mexico to Mexican nationals) issued in the United States by a duly authorized consular officer of the Government of Mexico shall be a valid form of identification of the individual to whom it is issued.
