Directs the Secretary of the Interior, acting through the Director of the National Park Service, to arrange for the carving of the figure of former President Ronald Reagan on Mount Rushmore National Memorial.

Creates in the Department of the Treasury a fund for carrying out this Act. Requires all associated costs, including the cost of carving the figure of such former President on the Memorial and other administrative costs, to be provided or reimbursed by non-Federal sources.
