Federal Medical Malpractice Insurance Stabilization Act of 2003 - Requires the Secretary of Health and Human Services to provide a program of automatic reinsurance from a national fund for medical malpractice insurance coverage claims in excess of $250,000.

Directs the Secretary to establish the terms and conditions of such a program, including the premium amount to be charged for such reinsurance.
