Homeless Veterans Assistance Act of 2004 - Increases the authorization of appropriations for FY 2005 for homeless assistance to veterans furnished through the Department of Veterans Affairs.
Makes permanent (current law terminates on December 31, 2004) the authority of the Secretary of Veterans Affairs to provide sexual trauma counseling and appropriate care and services to veterans.
