College and Job Opportunities for the Future Act - Amends the Higher Education Act of 1965 (HEA) to establish a title VIII, Cooperative Education programs.

Authorizes the Secretary of Education to make grants to institutions of higher education (IHEs) or combinations of IHEs to develop and make available work experiences for students to help them in future careers and in supporting themselves while in school. Requires such cooperative education to provide alternating or parallel periods of academic study and public or private employment.

Authorizes the Secretary to make grants and contracts for demonstration and innovation projects, training and resource centers, and research relating to cooperative education.
