Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to increase the limit of the total of contributions which may be made for hazard mitigation measures for a major disaster from 7.5 to 15 percent of the estimated aggregate amount of grants to be made (less any associated administrative costs) with respect to such disaster.
