Universal Pre-Kindergarten and Early Childhood Education Act of 2003 - Amends the Elementary and Secondary Education Act of 1965 to allow local educational agencies to use funds from competitive grant awards under the 21st Century Community Learning Centers program for educational activities for children four years of age or younger if they agree to phase in, where possible, pre-kindergarten programs.
