Purchase Card and Travel Card Accountability Act of 2003 - Directs the Administrator for Federal Procurement Policy to prescribe a Government-wide policy for the use of purchase and travel cards by Federal employees. Requires such policy to include definitions of appropriate and inappropriate uses of such cards and a system of accountability for employees using such cards.
