Right to Keep and Bear Arms Act of 2003 - Prohibits appropriated funds from being used by any U.S. official to promote any action by the United Nations which advocates the taxation of firearms or any other abrogation of rights under the Second Amendment to the Constitution (the right to keep and bear arms).

Condemms all proposals to tax or otherwise limit rights under the Second Amendment.
