Medicare Occupational Therapy Coverage Eligibility Act of 2003 - Amends title XVIII (Medicare) of the Social Security Act to repeal the need-based condition on eligibility for Medicare coverage of home health services with respect to occupational therapy (thus providing for eligibility for occupational therapy coverage of home health services without such condition).
