Infant and Toddler Durable Product Safety Act - Instructs the Consumer Product Safety Commission to: (1) promulgate a consumer product safety standard for durable infant or toddler products; and (2) establish an Infant and Toddler Product Review Panel to advise the Commission regarding guidelines and promulgation of consumer product safety standards for such products.

Amends the Consumer Product Safety Act to declare the limitation on maximum civil penalty inapplicable to this Act.
