Plant Breeders Equity Act of 2003 - Amends Federal patent law to declare that no plant patent application shall be denied, nor shall any issued plant patent be invalidated, on the grounds that the invention was described in a U.S. or foreign printed publication, unless it was described in such a publication more than ten years before the date of the application for U.S. patent.
