People's Right to Know Act - Repeals provisions of the Treasury and General Government Appropriations Act, 2003 that prohibit the use of appropriatied funds to make certain law enforcement database records available under the Freedom of Information Act with respect to incidents involving arson explosives incidents, or the tracing of a firearm.
