SSI Modernization Act of 2003 - Amends title XVI (Supplemental Security Income) of the Social Security Act, with respect to eligibility and income determination requirements, to increase the excluded amount (adjusted for cost-of-living changes) of: (1) income per year other than income paid on the basis of the eligible individual's need; (2) earned income per year for an individual (or the individual's spouse) who is blind and has not attained age 65; (3) total unearned monthly income of such individual (and such spouse, if any) received too infrequently or irregularly to be included; and (4) any grant, scholarship, or fellowship received to pay any cost (including room and board) related to attending an educational (including technical or vocational education) institution.

Increases resource limits under SSA title XVI part A (Determination of Benefits) provisions concerned with the eligibility for and amount of benefits for each aged, blind, or disabled individual who does not have an eligible spouse.

Provides for disability redeterminations for secondary school students who turn age 18.
