Safe Playgrounds Act - Directs the Consumer Product Safety Commission (CPSC) to provide grants to any State that has enacted a statewide law regulating public playgrounds consistent with guidelines in the CPSC Handbook for Public Playground Safety, or any other similar CPSC guidelines.
