Social Services Block Grant Restoration Act - Amends title XX (Block Grants to States for Social Services) (SSBG) of the Social Security Act (SSA) to provide a permanent funding level of 2.8 billion dollars for the SSBG program.

Amends SSA title IV part A (Temporary Assistance for Needy Families) (TANF) to authorize States to use up to ten percent of their TANF funds to carry out SSBG programs.
