SCHIP Web-Based Enrollment Act of 2003 - Amends title XXI (State Children's Health Insurance Program) (SCHIP) of the Social Security Act to encourage the use of Internet web-based enrollment systems under SCHIP.
Directs the Secretary of Health and Human Services to provide for grants to enable States to develop and implement web-based enrollment systems under their SCHIP child health plans.
