Provides for an exception from current requirements for adjustment of the proportion of the diagnostic-related group (DRG) PPS rates representing hospital costs attributable to wages and wage-related costs. Declares that, for adjustments made for different area wage levels for discharges occurring in FY 2004 and thereafter for disproportionate share hospitals for which the adjustment factor established by the Secretary of Health and Human Services for the fiscal year is less than 1.0, the Secretary shall substitute for the proportion of hospital costs otherwise estimated a proportion of 62 percent.
