Vietnam Veterans Memorial Visitor Center Act - Authorizes the Vietnam Veterans Memorial Fund, Inc. to design and construct a visitor center for the Vietnam Veterans Memorial. Directs the Commission on Fine Arts to approve a final design for the center within one year. Requires the center to be operated and maintained by the Secretary of the Interior subject to the Secretary entering into an operation and maintenance agreement with the Memorial Fund.

Prohibits the use of any Federal funds for the planning, design, construction, operation, or maintenance of such center.
