Repeals: (1) Federal law governing the transportation of mail by surface carrier, including law authorizing the U.S. Postal Service to obtain mail transportation service from common carriers by rail and motor vehicle; and (2) restrictions on the length of Postal Service contracts for the transportation of mail.

Prohibits the Postal Service from telling a contractor, either directly or indirectly, how, when, or where to purchase services and supplies, including fuel and equipment.
