Plain-English summary
Amends part C (Administrative Simplification) of title XI of the Social Security Act to postpone the deadline for compliance by applicable entities and programs with standards for: (1) reduction of the administrative costs of providing and paying for health care; and (2) electronic transactions of health information. Sets the new deadline at the later date of either October 16, 2004, or two years after: (1) the final adoption of relevant regulations concerning all such standards, except those for unique health identifiers for individuals; and (2) the availability of reliable national unique health identifiers for health plans and health care providers.
Makes this Act effective as if included in the Health Insurance Portability and Accountability Act of 1996.
