Quality Teacher Recruitment Act of 2001 - Amends the Higher Education Act of 1965 to: (1) expand eligibility for student loan forgiveness for certain service as an elementary or secondary school teacher (by eliminating a current requirement that such service be in a school with a high concentration of low-income students); and (2) increase from $5,000 to $17,750 the amount of student loans that may be forgiven for such service, under specified guaranteed and direct student loan programs.
