Plain-English summary
Community Partnership to End Homelessness Act of 2002 - Amends the McKinney-Vento Homeless Assistance Act to include the Commissioner of Social Security as a member of the Interagency Council on the Homeless. States that the Assistant to the President for Domestic Policy within the Executive Office of the President shall oversee Council functioning.
Provides for the establishment of community homeless assistance planning boards.
Revises the emergency shelter grants program. Replaces the supportive housing program with a community homeless assistance program.
