Medicare Incentive Payment Program Improvement Act of 2002 - Amends title XVIII (Medicare) of the Social Security Act to direct the Secretary of Health and Human Services to establish procedures under which the Secretary, and not the physician furnishing the service, is responsible for determining when a payment is required to be made under the Medicare incentive (bonus) payment program.

Requires the Secretary to: (1) establish and implement an ongoing educational program to provide education to physicians under the Medicare program on the Medicare incentive payment program; and (2) conduct an ongoing study of such program for annual reports to Congress.
