Medicaid DSH Equity Act of 2002 - Amends the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act of 2000 to make the Medicaid DSH (disproportionate share hospitals) transition rule for payment to public hospitals permanent.
Directs the Secretary of Health and Human Services to credit certain paid but unexpended Medicaid funds against future expenditures.
