Directs the Secretary of the Treasury to admit free of duty into the United States two tramway cars manufactured in Plzen, Czech Republic, for the use of the city of Portland, Oregon. Directs the Secretary to reliquidate such entry and provide the appropriate refund of duties paid if the liquidation of the entry of one or both tramway cars becomes final before enactment of this Act.
