Energy Time Adjustment Authorization Act - States that if the legislature of any of the States of California, Nevada, Oregon, or Washington finds that adjusting the standard time is necessary to help alleviate the energy crisis, then it may make any adjustments to the standard time, on a statewide basis, as it considers necessary, through December 31, 2003.

Authorizes the legislature of any such State to make the same adjustment made by any such designated sister State without first making the requisite statutory finding.
