Repeals: (1) Federal provisions governing the transportation of mail by surface carrier, including provisions authorizing the United States Postal Service to obtain mail transportation service from common carriers by rail and motor vehicle; and (2) restrictions on the length of Postal Service contracts for the transportation of mail.
Prohibits the Postal Service from telling a contractor, either directly or indirectly, how, when, or where to purchase services and supplies, including fuel and equipment.
